IntelCenter IntelCenter has released a new report entitled, "al-Qaeda Targeting Guidance v1.0". The 11-page report examines new targeting guidance provided by al-Qaeda to its members and other jihadis around the world. It contains a full translation of the guidance written by al-Qaeda member Abdul Aziz al-Moqrin.
