"Given the heightened alert issued by the government on Wednesday, we have
decided to release a partial translation of a past issue of the Al-Battar
Magazine, originally released in March 2004. This issue in particular
discusses how to choose targets inside cities, such as economic and
diplomatic targets, and expounds upon the pros and cons of such attacks. It
also ranks human targets by order of importance, placing Americans as the

"American Forces Press Service, WASHINGTON, May 26, 2004 - When organizers
first proposed placing the National World War II Memorial on the National
Mall, critics complained. They said the memorial would spoil the ambience of
the National Mall. Proponents of the memorial countered that the site -
between the Lincoln Memorial and the Washington Monument - emphasized the
crucial role World War II has had in shaping the United States and the
world. It's hard to argue with their logic. World War II was as central to
the 20th century as the American Civil War was to the 19th. We continue to
be affected by that global conflict as we proceed through the 21st century.
The proponents fortunately won that argument, and the monument on the
National Mall will be dedicated May 29. The memorial honors the more than 16
million Americans who served during the
war. It also recognizes the sacrifice of more than 400,000 U.S. soldiers,
sailors, Marines, airmen, Coast Guardsmen and members of the Merchant Marine
who died in that conflict."

"The Big Story on Action News is word of suspicious activity along train
tracks in our (Philadelphia) area, and the discovery of a wireless
transmitter that seemed to be carefully hidden in the gravel under some
tracks in Philadelphia.... "Guys.... I heard from a friend in the Philly
area. That the Septa Security person stationed in that area used this as an
early warning device when sleeping while on duty. That explains a few
things. But still could be a cover story to throw off the riders and not

*Re previous Bulletin: Canada and Red Phosphorus
I'd say that "CLUELESS" would be an understatement for these Canadian
officers - 17 drums of Red Phosphorus and they let them go??? Beside the
terrorism potential, can you say major ingredient for the manufacture of
illegal drugs? Not to mention the environmental or collision hazard. I'm
surprised they found it in the first place! And I disagree, situational
awareness of potential terrorism implication of stuff you come across in
routine LE activities is a LE issue. We are the thin blue trip wire of
terrorist attacks, we are on their target list, and if we are aware and
alert, the local agency officers that have the misfortune of stumbling into
the next US terrorist attach may survive it (Stay aware, stay alert, stay
alive!). The likelihood of a federal or military team being first on the
scene or on the scene within the first four hours of the next US terrorist
event is fairly small. Newsletter like this help with the awareness piece
those paranoid people like me that think this war with Al Queda will again

of meth with an end street price of $9.15 Million (US Bucks at current CA

*Re:Last Bulletin : "The War On Terror is not the sole responsibility of the
federal government"
I think that this is a very important point, and one which we tend to
forget. According to what I have heard and read -- and I would love to see
real figures from an authoritative source -- the majority of the funds and
personnel potentially available to find Bin Laden and shut down Al Qaeda are
being used to prosecute the war in Iraq. Now, I don't claim to know much
about this sort of thing, but on a guess, people like retired USMC General
Anthony Zinni, Former Commander-in-Chief, U.S. Central Command, do. It
certainly seems to my naive view that if we are are putting $200 billion and
over 100,000 people into Iraq, that is $200 billion and over 100,000 people
not going after Bin Laden and Al Qaeda in Afghanistan and the border areas
of Pakistan, and in other places where they may be lurking. If, as Zinni and
a number of his peers contend, the government has been distracted in this
zero-sum game from the search for Bin Laden and Al Qaeda, it will fall on
our shoulders to deal with the consequences. Here. Richard

The United States is subject to a wide range of natural hazards including
tsunamis, volcanoes, and earthquake activity around the Pacific Basin;
hurricanes along the Atlantic and Gulf of Mexico coasts; tornadoes in the
midwest and southeast; mud slides in California; forest fires in the west;
and flooding. Crime rates are higher in the larger cities, such as Detroit,
New Orleans, New York City, Los Angeles and Washington DC. Tourists are
often targeted for petty crimes such as pick-pocketing and theft,

Apparently a uniform shop in Broward County Florida has been professionally
burglarized 3 times over the past 5 months. Take was police uniforms,
patches badges, leather gear and police equipment. Running a key word search
for the last 6 months to see what I come up with via open source on uniform
shop burglaries. Also APB on the radio yesterday afternoon. San Jose Fire
station was burglarized while they were out on a call. Somebody with
communications ability, since they knew about the dispatch and knew when the
unit was enroute back to station. Uniforms, protective equipment (turnouts)
and tools were taken. Dots, dots, dots. c

*ARLINGTON, Va., May 27, 2004
As the sound of "Taps" wailed from Army Sgt. Major Henry Sgrecci's bugle
today, seven Iraqi citizens pressed their new prosthetic hands against their
hearts at the Tomb of the Unknowns here to honor U.S. service members who
have given their lives in Iraq. The seven men, all Iraqi merchants, have
been in the United States since mid-April to receive their new "bionic"
hands to replace the ones amputated by former Iraqi dictator Saddam Hussein
as punishment for trading in U.S. currency. In addition to providing them
with new $50,000 prosthetic hands, U.S. doctors in Houston also removed the
tattoos Saddam had imprinted on the merchants' foreheads to draw further
attention to their misdeeds. During this week's visit to Washington, D.C.,
the Iraqis made a pilgrimage today to Arlington National Cemetery, the final
resting place for 65 service members killed in Iraq. There, the group laid a
wreath at the Tomb of the Unknowns to honor U.S. service members killed
while overthrowing the brutal regime under which they and millions of other
Iraqis had suffered for decades. Nasaar Jondi, one of the merchants,
reflected on his predicament nine years ago, as he sat in prison waiting for
Saddam's doctors to chop off his right hand. The night before his sentence
was carried out, Jondi wrote his wife, "Do not be sad. Hopefully Allah will
replace my hand with an even better one." Today, as the proud recipient of a
new prosthetic hand made possible through donations by U.S. medical
facilities, medical staff, companies and citizens, Jondi reflected on his
new fortune - personally and as an Iraqi citizen -- and the cost that made
it possible. "Without the tremendous sacrifices of American servicemen and
women, we would never have had a new beginning and a new Iraq," he said.
Like nearly all Iraqis, Laith Agar had seen unforgettable suffering and
death under Saddam -which he said gives him a greater appreciation for life
and an appreciation for those willing to lay theirs down for others. "Life
is the most precious thing for a human being, and these people have made the
ultimate sacrifice," said Agar, a resident of Baghdad. "They came to Iraq
and died for Iraq and for all humanity. We will never forget the
contributions these heroes have made." Basin Al Fadhly said he wanted to
visit Arlington National Cemetery to pay tribute to America's fallen
warriors "and to express gratitude to the American people and the American
Army that carried out the liberation of Iraq from Saddam." For Hassan Al
Gearawy, the visit to Arlington was a way to express his appreciation to the
families - particularly the mothers - of U.S. service members killed in his
country's liberation. "I wanted to salute them and express my thanks and
gratitude to the mothers of those martyrs," he said. Earlier this week, the
group visited the White House, where President Bush told them he was
"honored to shake the hand of a brave Iraqi citizen who had his hand cut off
by Saddam Hussein." The president praised Dr. Joseph Agris, a plastic
surgeon based in Houston, who conducted the surgery to put new prosthetic
hands on the Iraqis, and Don North, a documentary producer who brought the
plight of the seven merchants to Agris's attention. "These men had hands
restored because of the generosity and love of an American citizen," Bush

Floor Statement on the Situation at Abu Ghraib prison May 13, 2004
Remarks as Delivered on the Senate Floor
"Mr. President, here we go again, here we go again. Rushing to give aid and
comfort to the enemy. Pushing and pulling and shoving and leaping over one
another to assign blame and point the finger at America the Terrible. Lining
up in long lines at the microphones to offer apologies to those poor,
pitiful Iraqi prisoners. Of course, I do not condone all the things that
went on in that prison, but I for one, Mr. President, refuse to join in this
national Act of Contrition over it.

Those who are wringing their hands and shouting so loudly for "heads to
roll" over this seem to have conveniently overlooked the fact that someone's
head HAS rolled - that of another innocent American brutally murdered by
terrorists. Why is it? Why is it that there's more indignation over a photo
of a prisoner with underwear on his head than over the video of a young
American with no head at all?

Why is it that some in this country still don't get that we are at war? A
war against terrorists who are plotting to kill us every day. Terrorists who
will murder Americans at any time any place any chance they get. And yet
here we are, America on its knees, in front of our enemy, begging for their
forgiveness over the mistreatment of prisoners. Showing the enemy and the
world once again how easily America can get sidetracked and how easily
America can turn against it self. Yes, some of our soldiers went too far
with their interrogation tactics and clearly were not properly trained to
handle such duty. But the way to deal with this is with swift and sure
punishment, and immediate and better training. There also needs to be more
careful screening of who it is we put in these kinds of sensitive
situations. And no one wants to hear this, Mr. President and I'm reluctant
to say it. But there should also be some serious questioning of having male
and female soldiers serving side by side in these kinds of military
missions.

But instead, I worry that the HWA - the Hand-Wringers of America - will add
to their membership and continue to bash our country ad nauseam. And in
doing so, hand over more innocent Americans to the enemy on a silver
platter. So I stand with Senator Inhofe of Oklahoma, who stated that he's
"more outraged by the outrage" than by the treatment of those prisoners.
More outraged by the outrage. It's a good way of putting it. That's exactly
how this Senator from Georgia feels. Thank you Mr. President. I yield the
floor."

*Up Against Fanaticism

"If straight talk of savagery offends you, if you believe in ethnic and
gender diversity but not diversity of thought or if you think there is an
acceptable gray area between good and evil, then turn to the funny pages,
and take the children, too. This piece is not for you. We published pictures
Thursday of burnt American corpses hanging from an Iraqi bridge behind a mob
of grinning Muslims. Some readers didn't like it.

Mothers said it frightened their children. A woman who works with Muslim
physicians thought it might offend or endanger them. Well, we sure don't
want to frighten, offend or endanger anybody, do we? That's just too much
diversity to handle. I mean, somebody might get hurt. We could fill the
newspaper every morning with mobs of fanatical Muslims. They can't get along
with their neighbors on much of the planet: France, Chechnya, Bosnia,
Indonesia, Spain, Morocco, India, Tunisia, Somalia,etc. etc. etc. Can
anybody name three ongoing world conflicts in which Muslims are not
involved? Today, where there is war, there are fanatical Muslims.

We might quibble about who started what conflicts, but look at the sheer
number of them. One thing is sure. Muslim killers started the one we are in
now when they slaughtered more than 3,000 people, including fellow Muslims,
in New York City.

Madeleine Albright, the former secretary of state and reckless appeaser who
helped get us into this mess, said last week Muslims still resent the
Crusades. Well, Madam Albright, if Westerners were not such a forgiving
people, we might resent them too. Let's recap the Crusades. Muslims invaded
Europe, and when they reached sufficient numbers, they imposed their
intolerant religion upon Westerners by force. Christian monarchs drove them
back and took the battle to their homeland. The fight lasted a couple of
centuries, and we bottled them up for 1,000 years.

Now, a millennium later, Muslims have expanded forth again. Ask France. Ask
England. Ask Manhattan. Two-and-a-half years ago fanatical Muslims laid
siege to us. We woke up to the obvious. Our president announced it would be
a very long war, then took the battle to the Islamic homeland. Sound
familiar? Let's consider the concept of a "long war." Last time it was 200
years, give or take. Anybody catch Lord of the Rings? You know, the good
part, the part that wasn't fiction, the part that drew us to the books and
movies because it was the truest part: the titanic struggle between good and
evil, between freedom and enslavement, between the individual and the state,
between the celebration of life and the worshipping of death.

That's the fight we are in, and it never ends. It just has peaks and
valleys.

There may be a silent majority of peaceful Muslims - some live here - but
that did not save 3,000 people in the World Trade Center, the million gassed
and butchered in the Middle East, the tens of thousands slain in Eastern
Europe and Asia, the hundreds blown to bits in the West Bank and Spain, or
the four Americans shot, burned and hung like sausage over the Euphrates as
a fanatical minority of Muslims did the joyful dance of death. Maybe we are
so tolerant, we are so bent on "diversity," we are so nonjudgmental, we are
so wrapped up in our six-packs and ballgames that our brains have drained to
our bulbous behinds. Maybe we're so addled on Ritalin we wouldn't know which
end of a gun to hold. Maybe we need a new drug advertised on TV every three
minutes, one that would help us grow a backbone. It doesn't take a Darwin to
figure out that in this world the smartest, the fastest, the strongest, and
the most committed always win. No exceptions.

Look at your spouse and children. Look at yourself in the mirror. Then look
at the pictures from the paper last Thursday. You better look at them. Those
are the people out to kill you. Who do you think will win? You? Or them?
Think you can take your ball and go home and they will leave you alone? Read
a little history. Start with last week, last month, last year, and every
other year back for half a century. Then go back a thousand years. Nobody
hides from this fight. Like it or not, that's the way it was and that's the
way it is.

But many Americans don't get it. That's why we published those pictures.

If they jarred you off the sofa, if they offended you, if they scared your
children and sent you into a rage at mass murderers or heartless editors,
then I say, it's a start." (WOW! editor)

*PALESTINIANS CLAIM ISRAEL DUMPED TOXIC WASTE IN WEST BANK

The Arabic language newspaper Al-Quds al-Arabi, published in London,
reported Monday that Israel is exporting toxic chemical waste into areas
under Palestinian Authority control. Palestinian sources told the paper that
quantities of toxic chemical waste were discovered in the northern part of
the West Bank. The sources claim that the waste originated in Israel and
that it is an environmental and health hazard. According to the report,
Palestinians discovered the waste after "nauseating and choking" odors
spread around the area of the Tulkarm refugee camp. Tulkarm Municipality
medical teams and representatives from the Palestinian Authority's health
ministry rushed to the scene and found barrels of chemical waste. The
Palestinians took samples of the waste for examination and to help determine
the scope of damage it could have caused. The Palestinian ministry of the
environment's district manager, Atsam Kassem told the paper that the barrels
contained sulfur and other dangerous chemicals. (Sorry....it looked and
smelled like a toilet......)

*TURKEY
May 27, 2004: This Public Announcement is being issued to alert U.S.
citizens to the North Atlantic Treaty Organization (NATO) Summit being held
in Istanbul June 27-29. There is potential for large-scale public
gatherings, tight security that may hamper free movement, and possible
large-scale anti-American protests in highly visited sections of Istanbul in
late June 2004, in the days leading up to and in conjunction with this
event. This Public Announcement expires July 6, 2004. From June 27-29, the
Government of Turkey will host the NATO Summit in Istanbul. Preliminary NATO
meetings and non-governmental organization (NGO) and student events
beginning as early as June 24 will precede the NATO Summit. Several thousand
official participants will be joined by large numbers of NGOs, students, and
other groups. Several groups have stated their intent to attempt to disrupt
the NATO Summit by staging anti-American protests at locations throughout
Istanbul. Americans traveling in Istanbul should avoid the area of the NATO
Summit. Security will be extremely tight, disrupting movement of people and
traffic throughout the city. Americans should also avoid demonstrations,
bearing in mind that in the past, similar demonstrations have sometimes
turned violent. Traffic and public transportation in the vicinity of the
protests are also likely to be affected. Large-scale public events such as
these could be the focus of terrorist acts or other forms of violence. U.S.
citizens planning to attend or participate in any large-scale public
gatherings despite this Public Announcement are advised to use caution and
be alert to their surroundings at all times. The presence of unattended bags
and any other suspicious occurrences should be promptly brought to the
attention of the nearest police or security officials.
