Report Faults Safety Guidelines at Chemical Plants

"The U.S. Public Interest Research Group attacked a set of industry-generated chemical plant safety guidelines [on 8 April], saying the guidelines have done nothing to reduce industrial accidents and cannot be relied on to thwart terrorist attacks," according to the Star Ledger. "In a report released [on 8 April], the liberal advocacy group said that among chemical facilities that have adopted the guidelines-known as Responsible Care-there has been no downward trend in the number of industrial accidents since 1990."
